Limiting Shell Access?

Is It possible to limit clients not having Shell Access?

as I know Shell Access will bring some vulnerabilities and hacking attempts...

Yes, we can turn Shell Access off and on with a single command, or mouse-click depending upon which system we use, command line or WHM.

In fact, our standard account setups don't include SSH access, we only turn it on if the user absolutely needs it, and we also monitor all SSH access logs for possible servers exploitation.
